Why this title?

Why the title NO HUMAN INVOLVED? I had heard that police classify murder victims suspected to be sex workers/prostitutes as NHI (No Human Involved). Apparently these investigations are/were given lower priority because the victims are considered unimportant. According to one person who has researched the term the OED dates the phrase back to 1973 as "police slang... an informal classification assigned to a a crime giving it low priority because its victim is regarded as having low social status." (http://radicalreference.info/node/2877) I thought the phrase described what happened to Marcia Powell both because of the way she was dehumanized in prison but also because no official justice has been done after her death.
